A true level-access shower — where the floor is flush, with no step at all — costs £3,800 to £6,500 fully fitted in Scotland. This is the gold-standard layout when wheelchair access, a carer-assisted transfer, or a high falls risk rule out even a low-step tray.

Level-access vs low-threshold — they're not the same

Many installers use 'level-access' and 'low-threshold' interchangeably. They are not the same.

A low-threshold (low-step) shower drops a tray onto the existing floor with a 40–50mm lip. A level-access shower has no lip — the floor is rebuilt so the tray or gradient panel sits flush. The difference matters if someone uses a wheelchair or shower chair and cannot lift a foot over even a small step.

Why true level-access costs more

To get the shower floor flush with the rest of the bathroom, the joists or concrete have to be lowered, or the rest of the floor raised. On a timber-joisted floor that means notching joists or installing a pre-formed gradient panel that drops below joist level. On concrete it usually means cutting out a section.

Add the tanking, drainage and tiling and the labour content is roughly 1.5x a like-for-like walk-in shower.

Council funding for level-access showers

Level-access showers are routinely funded at 80–100% through the Scheme of Assistance because they are often the only adaptation that works for wheelchair users or people with severe mobility loss. An OT will normally specify level-access explicitly when it's needed.

Frequently asked questions

Do I really need level-access, or will a low-step tray do?

If you can lift a foot 4–5cm safely, a low-step tray is usually fine and saves £1,000+. If you use a wheelchair, a shower chair on castors, or have a high falls risk, level-access is worth the extra cost. Your OT will normally make the call.

Will the floor leak if it's completely flush?

Not when it's built correctly. A continuous tanking membrane, lapped up the walls and bonded to the drain flange, prevents water reaching the substrate. We've fitted hundreds of level-access floors in Central Scotland without callbacks.

Can level-access be fitted upstairs?

Yes, but it adds time. The joists may need to be lowered or a structural deck installed. Expect 8–10 working days and £600–£1,200 above the ground-floor price.
